The State University Construction Fund (SUCF) retained HHK and David P. Helpern, Architects to develop a 5-year capital plan for SUNY College at Oswego. The project required an analysis of the College’s strategic and campus master plans, enrollment data, existing facilities conditions, and program requirements. A component of the study was involvement with a web-based campus planning process developed by the College. A commitment to a consensus-oriented approach required extensive dialogue with the College community to achieve agreement on goals and capital project priorities.
The planning process refined concepts in the SUFC Capital Plan Template prepared by HHK and others, Extensive investigation applied SUNY Facility Programming Standards at the departmental level to calculate space capacity and propose space allocations/assignments for major E & G buildings. The process engaged all academic, student support, and administrative departments in interviews of a large portion of the campus community. In addition, techniques were developed for data collection on building conditions to determine backlogs of deferred maintenance, capital renewal, and define renovation and modernization projects. The space capacity, allocation/ assignment recommendations were integrated with facility condition data to assemble a prioritized list of capital projects.
The 5-year Capital Plan produced a Campus Development Concept programming facility and infrastructure requirements for the first year and defining several Program Studies and outlined projects with phasing schedules and cost estimates for all proposed capital projects. The College Council adopted the Plan. In addition, the planning process updated the Campus Concept Master Plan.
