The University of North Carolina retained Eva Klein & Associates (EKA) to develop Space Planning Standards as guidance for the University of North Carolina in the capital planning process for 16 constituent institutions.
The scope was based on a recommendation in a previous study by EKA for a revised process and presentation format for capital budget requests. A major task was a national survey of all 50 states to serve as the basis for recommended revisions to existing space planning standards and utilization guidelines. Substantial participation of the constituent institutions was accomplished by creating an Ad Hoc Task Force on Space Planning Standards. The objective throughout was to establish Space Planning Standards that would be useful, simple, and rational and for which required data exists.
The adopted standards and guidelines have been in place for more than a decade with only minor adjustments and serve as a component in the evaluation of capital budget requests for review and submission to the University’s Board of Governors.
