The University of Virginia in Charlottesville, Virginia retained HHK for two separate consulting engagements.

Pavilion I Balcony Collapse

Pavilion I is a three story building designed by Thomas Jefferson and constructed in 1817 located on the west side of the Lawn.  A tragic collapse of th e balcony resulted in a death and injuries to other guests observing a University commencement.  HHK was retained by the Commonwealth of Virginia Office of the Attorney General to provide an opinion as to whether any breach of industry standards was the cause of the collapse of the Pavilion I balcony.  

HHK scope of services required an assessment of the University of Virginia’s compliance with industry standards for higher education facilities management. The scope of services included:

  1. A description in detail of industry standards for maintenance and inspection of higher education facilities.
  2. An assessment of the University’s program for maintenance and inspection, both generally and specifically with regard to Pavilion I.
  3. An assessment of the University’s inspection program and maintenance of Pavilion I, as far back in history as can be documented.

The findings concluded that the cause of the collapse of the Pavilion I balcony was an unpredictable accident, and not due to failure of the University’s maintenance and inspection programs.  

Facilities Management Organization Review

In the process of a $1.2 billion capital program funded by the Commonwealth of Virginia and university funds, the University retained HHK to study the planning and construction process in order to identify ways to reduce costs and time it takes to complete projects. 

The evaluation, requested by the Board of Visitors, reviewed the entire construction program, the Six-Year Capital Planning Process, requirements of the state and the University, activities of the University’s Facilities Planning and Construction department, and Board of Visitors review. Comparative costs analyses for peer institutions and similar projects.  The review concluded with a report of findings and recommendations for improvements presented to the Board of Visitors.
